And I found a piece of software called X-Mouse Button Control (written in C/C++ I guess), which actually have an option to disable scrolling permanently but it only works while program is running. Short simple sentences in your original language translate best. Overall, I wish there was a way to disable this (even a chrome://flags option would be appreciated). While the issue is still very annoying, at least I can take some extra care not to tilt my mouse wheel now.
